HRI is one of twelve research institues within the National Water Research Center (NWRC) of the Ministry of Water Resources & Irrigation (MWRI). It was established in 1975 to take over and extend the work of the Hydraulic Research Experimental Station founded in 1949. The Institute is one of the oldest Hydraulic Institutes in the Middle East and Africa.

HRI is located at the west bank of the Damietta Branch of the Nile River at a distance of about 26 km north of Cairo. Its area occupies more than ten acers of land. There is a strong link between the applied research activities and the needs of the NWRC national development plans. In addition, the institute carries out studies for other ministries, governmental and nongovernmental bodies and consulting firms. Also, technical training and international cooperation in Hydraulic Research subjects have been helpful to build institutional capacity and sustain technology transfer programs.

After acquiring the international reputation in the field of Hydraulic Research, HRI organizes successfully, since 1996, the Process of Technology Transfer to the neighboring countries through the "Regional Course on Hydraulic Engineering in River Basins" and through tailor made Short Courses upon the requirements of the regional experts.
